Submission Instructions

1. Step 1: Revise Your Paper
   Update your paper according to the reviewer comments. Ensure your manuscript follows the official IEEE conference template.
   • Make sure to remove all headers and footers notes from your paper.
   • Make sure that all references are cited.
   • Make sure that all figures and tables are cited.
   • All figures must be of high resolution; avoid screenshot-based images.
   • All papers will be checked for unnecessary or excessive self-citations.

   Strict Reference and Citation Verification Requirements

   Authors are fully responsible for verifying every reference and citation in the final paper individually before submission. The conference committee will conduct an extensive validation of the references included in submitted papers.

   Authors must verify and ensure that every reference:

   • Is genuine, accurate, publicly verifiable, and directly relevant to the paper.
   • Follows the official IEEE reference format and citation style.
   • Includes the correct author names, paper title, publication venue, year, volume, issue, page numbers, and all other applicable bibliographic details.
   • Lists all author names in the reference list. The use of “et al.” in reference-list entries is not accepted.
   • Includes a DOI only when a DOI exists and has been verified as correct. Incorrect, incomplete, fabricated, or unrelated DOI information is not acceptable.
   • Accurately supports the statement or claim for which it is cited.
   • Is not fabricated, misleading, incomplete, duplicated, unrelated, or included only to increase the number of references.

   The following citation practices are not accepted:

   • Multiple broad or unjustified citation ranges, such as [1]–[19], without a clear and direct relationship between every cited reference and the relevant statement.
   • References that are unrelated or only weakly related to the paper's topic, methods, results, or discussion.
   • Excessive or unjustified self-citation by the authors.
   • Citations added only to satisfy reviewers, increase citation counts, or create the appearance of extensive literature coverage.
   • Inconsistent in-text citations and reference-list entries, including missing references, uncited references, incorrect numbering, or mismatched bibliographic details.

   Any inconsistency, incorrect or unverifiable reference, fabricated citation, incorrect DOI, unrelated reference, unjustified citation range, or excessive self-citation may result in the paper being denied publication immediately.

   The conference organizing committee cannot review, correct, rewrite, or verify references on behalf of authors. Authors must not contact the committee to ask whether their references, DOI information, citation choices, or paper content are correct. Verification of the manuscript content is entirely the authors' responsibility.

   If a paper is denied publication or withdrawn because of reference or citation problems, requests to correct these issues after the final submission deadline will not be accepted.

   This is a mandatory publication requirement and must be followed strictly.

2. Step 2: Prepare Your Camera-Ready Paper Using IEEE PDF Xpress
   All final (camera-ready) manuscripts must be generated using the PDF Xpress tool. To generate the IEEE Xplore-compatible PDF file of your paper(s), please follow these steps:
   • Log in to the IEEE PDF eXpress site: https://ieee-pdf-express.org/
   • First-time users should do the following:
     • Select Create account
     • Enter the following:
       • 69786X for the Conference ID
       • Your email address
       • A password
     • Continue to enter information as prompted. An online confirmation will be displayed and an email confirmation will be sent verifying your account setup.
   • Once you have registered as a new user:
     • Upload the source file (containing your paper) for conversion.
     • Receive by e-mail the IEEE Xplore-compatible PDF of your paper for download. Please do not change the PDF file name received.
     • If your paper conversion is declined (Not approved by IEEE), the system will provide you with the errors log. You need to fix it and re-do the same process.
   • Previous users of PDF Xpress need to follow the above steps but should enter the same password that was used for previous conferences. Verify that your contact information is valid.

3. Step 3: Register
   At least one author must register to present the paper. Use the registration portal:
   https://events.payqlick.com/event/96/ieee-ccncps-2026
4. Step 4: Submit your IEEE Copyright Form (eCF)
   A copyright form (eCF) is needed for each accepted paper. Once the registration is completed, you will receive a confirmation email of your registration (the receipt will be attached to the same email), and be redirected to the Registration Confirmed page:
   • Click on View My Registration in your Registration Confirmed page
   • Click on the Copyright Form button to be redirected to the IEEE eCF (electronic copyright form) page
   • Follow the instructions in the IEEE eCF to submit your copyright form
5. Step 5: Upload Your Camera-Ready Paper
   After submitting your IEEE eCF form, upload the camera-ready paper you prepared using IEEE PDF eXpress.
   • Reopen the View My Registration page at PayQlick
   • Click on the Camera Ready (Must be IEEE PDF Certified) button
   • Follow the instructions to upload your camera-ready PDF
   Please note that you may reupload the PDF as much as needed, as long as it is before the camera-ready deadline.
